Making plans on a federal or state holiday? Here’s your guide to what’s open and closed on these 11 holidays in 2023.
I’ve gathered a list of federal and state holidays along with offices and services that are usually closed and open on these dates.
2023 Federal and State Holidays
2023 Federal Holidays
Most federal employees work Monday through Friday. However, when a holiday falls on a Saturday, the legal holiday is the Friday before. When a holiday falls on a Sunday, the legal holiday is the following Monday.
Here is the schedule of 2023 federal holidays:
- Monday, January 2: New Year’s Day observed
- Monday, January 16: Martin Luther King, Jr. Day
- Monday, February 20: Presidents Day
- Monday, May 29: Memorial Day
- Monday, June 19: Juneteenth
- Tuesday, July 4: Independence Day
- Monday, September 4: Labor Day
- Monday, October 9: Indigenous Peoples Day/Columbus Day
- Friday, November 10: Veterans Day observed.
- Thursday, November 23: Thanksgiving Day
- Monday, December 25: Christmas Day
What’s Closed on Federal Holidays
All government facilities, businesses and services, including banks and offices, close. Post offices close and mail is not delivered. For public libraries, schools, and community centers, see the state closures below.
What’s Open on Federal Holidays
Most retail stores, grocery and drug stores and gas stations open on state holidays, although most close or open for limited hours on Thanksgiving and Christmas.
There is garbage collection, except on Christmas and New Year’s Day.
TriMet buses, MAX and streetcar run on special schedules on most of these holidays. View the schedule for each holiday.
Public parking in Portland is free at meters in all districts, except at city parks, on all of these holidays except Indigenous Peoples Day/Columbus Day. Parking pay stations are programmed to not accept payment on these holidays. There is a message displayed on the screen about the holiday.
Also, most National Parks open on federal holidays, with the exception of Thanksgiving, Christmas Day and seasonal closures. Check the park’s website before visiting.
2023 Oregon State Holidays
Indigenous Peoples Day/Columbus Day: Oregon does not observe Indigenous Peoples Day/Columbus Day as a state holiday. School is in session, state and local government offices, facilities and services open, and TriMet operates on its regular schedule.
Here’s the list of 2023 Oregon state holidays. Note weekend holidays are observed on specific weekdays listed below:
- Monday, January 2: New Year’s Day observed.

What’s Closed on State Holidays
State and city offices, bureaus and services close on these holidays. City community centers also observe most of these holidays. Some open on the day after Thanksgiving. Make sure you check in with your local community center before you visit.
The state court system closes for each holiday above, except the day after Thanksgiving.
Portland Public Schools close on state holidays.
Public libraries close on these dates. Administrative offices close on the Friday before or Monday after holidays that take place on a weekend.
Also for garbage services, Christmas and New Year’s Day are the only holidays during the year when collection does not occur. If the holidays fall on a weekday, all collections take place the day after the holidays. Friday customers are serviced on Saturday.
